Town Hall is open Monday-Friday, 8am-5pm. Face coverings are required. Please submit applications electronically, if possible. For general department questions, please call 505-771-7118 or email: 

For structures (carports, sheds, gazebos, etc.), less than 120sf in size, and for manufactured homes, a Placement Permit is required prior to construction/placement. A Floodplain Development Permit may also be required. Email the completed Placement Permit Application to the Planning and Zoning Director at:

For structures 120sf and larger in size (also solar panels and re-roofs) a CID Building Permit is required prior to construction. Town staff must review and sign off on the application prior to submittal to CID. To submit an application, please follow these steps:
  1. CONTRACTORS:  For a general construction permit, fill out and submit the attached Building Permit Application and a copy of your building plans, to the Planning and Zoning Director at:
  2. HOMEOWNERS: For a homeowners construction permit, fill out and submit the attached Homeowner Building Permit Application Packet and a copy of your building plansto the Planning and Zoning Director at: 
  3. Town staff will conduct the zoning and floodplain review. If you already know that your property is in the floodplain, submit a Floodplain Development Permit Application, otherwise staff will contact you if one is needed.
  4. After the Town's review is complete (generally 2-3 days), staff will email you the review fee amount and, once paid, will email you the signed application and a copy of your receipt.
  5. Submit PDFs of the signed application, building plans and any other required documents, to the State of New Mexico Construction Industries Division (CID), electronically via their permitting website at:
  6. CID issues building permits, trades permits and all inspections on behalf of the Town.

Once the application is reviewed, we will email you with the fee amount. Once the fee is received (via phone/credit card OR mail/check), we will email you the permit and a copy of your receipt.
