                                                           ATTENTION
Due to COVID-19 restrictions, the Planning and Zoning Department is open to the public by appointment only and is processing applications electronically.  

The Town is transitioning all permitting and inspections to the NM Construction Industries Division (CID). 

For current projects that have a building permit from the Town, fill out and email a Conversion Permit to: Richard.Lucero@state.nm.us or hand deliver to: 5500 San Antonio Dr. NE in Albuquerque. There is a $30 fee for conversion permits. The Town will hand deliver your plan set to CID and CID will conduct the remainder of building inspections. For trades permits from Rio Rancho, continue to contact them for inspections.

For NEW permits:
  1. For a NEW general construction permit, fill out and submit the attached Multi-Purpose State Building Permit Application and a Site Plan to the Planning and Zoning Director at: sshumsky@townofbernalillo.org
  2. For a NEW homeowners permit, fill out and submit the attached Instructions and Homeowner Building Permit Application and a Site Plan to the Planning and Zoning Director at: sshumsky@townofbernalillo.org.
  3. Town staff will conduct the zoning and floodplain review and contact you if additional information is needed. If you already know that your property is in the floodplain, also submit a Floodplain Development Permit Application.
  4. After the Town's review is complete, staff will email you the fee amount for the zoning and floodplain review and, once paid, will email you the signed application.
  5. Submit the signed application, along with any other required documents and plans, to CID electronically at: www.rld.state.nm.us OR in person at 5500 San Antonio Dr. NE in Albuquerque.
For all other applications, including manufactured/mobile home placement permits, go to the Planning and Zoning Department's Forms and Applications web page. Fill out and email your application to the Planning and Zoning Director at: sshumsky@townofbernalillo.org  

Once the application is reviewed, we will email you with the fee amount. Once the fee is received (via phone/credit card OR mail/check), we will email you the permit and a copy of your receipt.
